Upazila and District Irrigation Committee

Upazila Coordination/Irrigation Committee:

1. Upazila Executive Officer - President

Terms and Reference:

  • Appraisal and approval of schemes obtained from field level.
  • Providing necessary advice for smooth project implementation.
  • Informing the Project Implementation Committee if any problem arises during the implementation of the project.
  • This committee can co-opt any other new members as needed.

Formation and Coordination of Irrigation Committee:

An Irrigation Committee will be constituted in each scheme to properly manage and specify and determine realistic irrigation charges for various activities of the scheme. BADC will coordinate this committee.

With the help of LLP water will be extracted from the canal and water will be supplied to the field. An Irrigation Committee will be constituted in each LLP scheme to manage these functions consisting of 1 Secretary, 1 Treasurer and 6 members. The members of this committee will be elected by direct vote of the land owners and bargadars. This committee will be responsible for collection of irrigation charges, proper operation, repair and maintenance of irrigation equipment. This committee will collect the money for water extraction and pay the remuneration to the concerned. Secondary Irrigation Committee activities will be supervised by BADC.

Terms and Reference:

  • Necessary steps will be taken for the development of water management in the irrigation scheme during the implementation of the project.
  • Necessary steps will be taken to solve any problems arising during the implementation of the project in the irrigation scheme.
  • During the implementation of the project, the irrigation machinery will contact the local office of BADC for repair and maintenance.
  • Collect the cess charge from the farmers and submit it to the local office of BADC.
  • The Upazila Irrigation/Coordination Committee will approve the schemes and this committee (Water User Association) will be approved by the local office of BADC and this will be reported to the Upazila Irrigation/Coordination Committee.
  • Upazila Irrigation/Coordination Committee can change any scheme according to the demand of the farmers and the actual condition of the scheme.

9. Executive Engineer, BADC (Concerned District)/Designated Representative: Member Secretary

Terms and Reference:

  • Providing necessary advice for project implementation.
  • During the implementation of the project, providing advice on the implementation of various activities according to the demand at the field level.
  • Providing necessary suggestions/decisions regarding proposals for implementation of District Coordination/Irrigation Committee projects.
  • Informing the Project Implementation Committee if any problem arises during the implementation of the project.
  • This committee can co-opt any other new members as needed.
